I am getting an error message # 25722 "error trying to locate lastupd.txt" when attempting to download the latest browser definitions from cyScape.

Generally this error means that there is a network issue (possibly firewall or proxy related) that is preventing proper communication to the cyScape FTP server.
To resolve this issue, start the BrowserHawk Editor, choose Preferences and Options from the Special menu, click on the Download tab, and select the box that says to use HTTP instead of FTP. Then retry the download of the latest BDF.
